※ 2000년대 초반 Fed의 저금리정책이 미국 부동산시장 거품을 형성하였는가


2014년 10월 29일(수), Fed의 3차 양적완화 프로그램이 공식적으로 종료되었다. 2012년 9월 14일부터 시행되어오던 3차 양적완화 프로그램[각주:1]은 매달 400억 달러 규모의 주택저당증권(MBS)을 Fed가 매입하는 방식으로 작동되어 왔다. 시간이 흘러 2013년 6월 FOMC에서 자산매입규모 축소(Tapering)[각주:2] 이야기가 나온 이후, 약 1년 4개월만에 자산매입 프로그램이 공식종료 된 것이다  


그리고 Fed는 0.25% 라는 초저금리를 앞으로 상당기간(for a considerable time) 유지할 것이라고 밝혔다. 물론, 앞으로의 실업률과 인플레이션율 변화에 따라 예상보다 빨리 금리를 올릴 수도 혹은 계속해서 유지할 수도 있다고 말하며 금리변화에 대해 여지도 남겨두었다.


'2008 금융위기 원인과 해결책에 관한 논점들'[각주:3]에서 살펴봤듯이, 양적완화 정책을 둘러싸고 경제학자들 사이에서도 의견이 분분하다. '양적완화 정책이 효과가 있는 것인가' 라는 것에 대한 이견이 있고, '양적완화와 초저금리 정책이 자산시장 거품을 키워 금융불안정성(Financial Instability)을 초래하지 않을까'하는 논쟁도 있다. 그런데 '초저금리 정책과 자산시장 거품'에 대한 논쟁은 어디서 많이 보았었다. 바로 '2000년대 초반 Fed의 저금리정책이 미국 부동산시장 거품을 형성하였는가' 논쟁이다.


'2008 금융위기'[각주:4]는 미국 부동산시장 거품에서부터 시작되었다. 부동산가격 상승 바람을 타고 저소득층을 대상으로 한 비우량 담보대출(서브프라임)이 증가하였다. 그런데 부동산가격이 하락세로 반전하자 비우량 담보대출의 채무불이행이 증가하면서 금융시스템 마비에까지 이르렀다.


이때, "2000년대 초반 Fed가 저금리를 유지한 것이 미국 부동산시장 거품을 형성한 것 아니냐"라는 비판이 일부 경제학자들 사이에서 제기됐었다. 이러한 비판에 대해 2001년-2006년 Fed 이사 · 2006년-2014년 Fed 의장을 역임했던 Ben Bernanke는 "2000년대 초반 미국 부동산시장 거품은 Fed의 저금리정책 때문에 생긴 것이 아니다.[각주:5]" 라고 반박했다. 이어서 그는 "당시 미국 부동산가격의 상승은 Fed의 저금리 때문이 아니라 '글로벌 과잉저축'(Global Saving Glut) 때문이다.[각주:6]" 라고 주장했다.  


그러나 경제학자 John Taylor는 2007년 Jackson Hole Meeting에서 <Housing and Monetary Policy>를 발표하며, Fed의 초저금리 정책을 비판한바 있다. 이어서 그는 2009년 1월 Working Paper <The Financial Crisis and The Policy Responses: an Empirical Analysis of What Went Wrong>을 통해, "2000년대 초반 Fed의 저금리정책은 미국 부동산시장 거품을 초래했다." 라고 주장한다.


앞서 이야기 했듯이, 2008년 12월 이후 6년동안 0.25%라는 낮은 금리를 유지하면서 "양적완화와 초저금리 정책이 자산시장 거품을 키워 금융불안정성(Financial Instability)을 초래하지 않을까" 하는 우려가 요즘 나오고 있다.  따라서, 2000년대 초반 당시 Fed의 저금리정책이 부동산시장에 어떠한 영향을 끼쳤는지 살펴보는 것은 앞으로 어떤 일이 전개될지 예측하는 것에 도움이 될 것이다.

John Taylor는 중앙은행 통화정책의 기준을 제시해주는 '테일러준칙'(Taylor Rule)을 만든 학자이다. 테일러준칙이란 목표 인플레이션율(target inflation) · 목표 실질생산량(target real output)을 정해두고, 실제 관측되는 인플레이션율(actual inflation) · 실질생산량(real output)을 반영하여 중앙은행의 적정 기준금리(prescribed value of the policy interest rate)을 산출하는 공식이다.


쉽게 말해, 목표 인플레이션율 · 목표 실질생산량에 비해 실제 관측되는 인플레이션율 · 실질생산량이 낮다면 적정 기준금리가 낮아지고[각주:7]목표 인플레이션율 · 목표 실질생산량에 비해 실제 관측되는 인플레이션율 · 실질생산량이 높다면 적정 기준금리는 높아진다[각주:8].

John Taylor는 자신이 만든 개념을 이용하여, "2000년대 초반 당시 Fed 금리정책은 테일러준칙에 비해 상당히 느슨했다."[각주:10] 라고 비판한다. 적정 수준에 비해 낮게 유지된 금리는 주택구매에 대한 수요를 키웠고, 증가된 주택수요는 주택가격의 인플레이션을 불러 일으켰다. 그리고 주택가격의 상승은 주택수요의 추가상승 → 주택가격 추가상승의 상승작용을 일으켰다[각주:11]. Fed의 저금리정책이 주택가격의 폭발적 상승을 불러온 것이다.



주택가격이 폭발적으로 상승하자 부동산 담보대출 업체 등은 저소득층에게까지 대출을 확대하였다. 사람들 또한 주택가격의 추가적인 상승을 바라고 주택구매에 나섰다. 주택가격이 계속해서 상승했을 때는 담보대출 연체(delinquency)에 따른 압류(foreclosure)는 문제가 되지 않았다. 주택구매자들은 주택가격 상승에 힘입어 돈을 벌었고, 담보대출 또한 갚아나갈 수 있었기 때문이다. 


그러나 2004년 이후 금리가 급격히 올라 정상수준에 도달하면서, 담보대출 연체와 압류는 크게 증가하였다. 부동산가격 상승세가 멈추고 이자부담이 증가하자 대출을 갚지 못하는 사람이 증가한 것이다. 그 결과, 저소득층을 대상으로 판매했던 비우량 부동산 담보대출 시장(subprime mortgage market)은 붕괴하고 말았다[각주:12]

만약 당시 Fed가 테일러준칙을 이행하여 적정금리수준을 유지했었다면, 부동산시장에는 무슨 일이 발생했을까? John Taylor는 '금리수준과 부동산가격 간의 관계'를 보여주는 모형을 설정하고, 'Fed가 적정금리수준을 따랐을 경우 모형 내 부동산가격'(counterfactual simulation), '당시 Fed의 실제 금리수준을 모형에 대입하였을 때 부동산가격'(dynamic simulation), '2000년대 초중반 당시 실제 미국 부동산가격'(historical data)를 비교하였다. 


첨부한 그래프 중 첫번째를 보면 알 수 있듯이, '당시 Fed의 실제 금리수준을 모형에 대입'한 경우, 실제 부동산가격 변화와 유사한 모습을 보여준다. 반면, '테일러 준칙에 따른 적정금리수준을 모형에 대입'한 경우, 부동산 가격 상승폭이 적을 뿐더러 하락폭 또한 적다.  


그리고 두번째 그래프는 당시 Fed의 저금리기조가 초래한 부동산 시장 과열-붕괴(boom-bust) 양상을 잘 보여준다. 2000년대 초반 Fed가 적정금리수준을 유지했더라면 부동산시장의 과열을 피할 수 있었다는 것이다[각주:13]

Ben Bernanke는 "당시 미국 부동산가격의 상승은 Fed의 저금리 때문이 아니라 '글로벌 과잉저축'(Global Saving Glut) 때문이다.[각주:14]"  라고 주장했으나, John Taylor는 이같은 주장을 반박한다. "전세계적 과잉저축이 일어났다는 근거는 전혀 존재하지 않는다. 2002년-2004년 사이 전세계 저축률은 1970년대 · 1980년대와 비교해 상당히 낮은 수준이었다.[각주:15]" 라고 말한다[각주:16]

그렇다면 미국 통화정책 · 부동산시장을 전세계적 관점에서 바라보는 건 무의미할까? 그렇지 않다. John Taylor는 '글로벌 과잉저축' 대신 '중앙은행 간의 상호공조'라는 측면에 관심을 둔다. 


2000년대 초반, 미국 Fed 뿐만 아니라 다른 몇몇 나라의 중앙은행 역시 적정금리수준에 미달하는 낮은 금리를 유지했다. 그리고 적정금리수준과 실제금리수준 간의 격차가 큰 국가일수록 주택가격은 급상승했다[각주:17]. 왜 서로 다른 나라의 중앙은행들이 기준금리를 똑같이 낮은 수준으로 유지했을까? 


금융시장 개방 · 통합으로 인해 자본이동이 활발해지면서 국가들의 금리정책은 서로서로 영향을 받기 시작했다. 즉, 다른나라들의 저금리정책은 미국 저금리정책의 영향을 받거나, 아니면 서로서로 영향을 받아 상호작용이 발생한다는 것이다[각주:18].




※ 저금리정책으로 인한 거시경제구조 왜곡


국제결제은행(BIS, Bank for International Settlement) 또한 <BIS Annual Report 79th>(2009)를 통해 '오랜기간 지속된 저금리정책'(the long period of low real interest rates)을 2008 금융위기 원인 중 하나로 꼽는다[각주:19]1990년대 후반-2000년대 초반 발생한 'IT버블 붕괴'는 미국 정책담당자들에게 '일본식 디플레이션 불황'의 우려를 안겨주었다. 따라서, Fed는 디플레이션을 피하기위해 오랜기간 저금리정책을 유지했다.


이러한 저금리정책은 몇 가지 문제를 초래했다. 


첫번째는 신용팽창이다. 낮은 금리에 힘입어 싼 값에 자본을 빌릴 수 있게되면서 경제내 신용은 급속도로 증가했다[각주:20]두번째는 자산버블이다. 저금리기조가 계속해서 유지될 것이라는 기대는 미래수입의 현재할인가치를 상승시켰다. 따라서 사람들은 자산구매를 늘렸고 자산시장 버블을 불러왔다[각주:21]


세번째는 위험추구행위 증가[각주:22]이다. 금리가 낮은 수준을 유지함에 따라 자산운용에 따른 수익률은 감소하였다. 금융기관은 수익률 감소에 대응하기 위해, 더욱 더 위험도가 높은 상품을 사들였고, 그 결과 경제 전체내 위험추구행위는 증가하였다[각주:23]

BIS는 "저금리정책은 이러한 경로를 통해 거시경제구조 왜곡에 기여했다.[각주:26]" 라고 평가하고 있다.  


그러한 왜곡의 명백한 징후는 주택 건설과 내구재(특히 자동채 소비의 극적 증가와 금융부문 규모의 극적 확대에서 찾을 수 있다 이런 왜곡의 단기와 중기 효과는 중요하다[각주:27].


단기에서는 그런 왜곡으로 인해 투자자,소비자,정책입안자는 추세적 성장이 실제보다 더 높다고 착각하게 되었다. (…) 버블은 생산성 증가율이 올랐거나 오른 것으로 인식된 부문에서 집중적으로 발생하기 쉽다. 1990년대에는 그 부문이 고급 기술(high technology) 이었고, 2000년대에는 금융{fínance) 이었다. 그 패턴은 명쾌하다. 


선택받은 산업에 버블로 인해 비교적 싼 자본이 투입된다. 그 결과 고용과잉 · 투자과잉 생산과잉이 조성된다 그 결과 측정된 평균생산성의 이득이 모든 부문에 걸쳐 일시적으로 상승하는데 (...) 누구나 이것을 추세성장으로 착각하기 쉽다[각주:28].


버블이 조성한 왜곡은 중기적으로 경제구조에 함의를 갖는다 각국은 맹창된 금융부문과 인구가 필요로 하는 것보다 더 많은 자동차를 생산하는 능력,그리고 일부경우에는 잉여 주택스톡까지 떠안게 되었다[각주:29].

'2000년대 초반 Fed의 저금리정책이 버블형성에 끼친 영향'과 관련한 논의는 2014년 현재에도 중요한 의미가 있다. 바로, '2008년 12월 이후 6년째 이어지고 있는 Fed의 초저금리 정책이 앞으로 거시경제에 어떤 영향을 끼칠까?'를 생각해야 하기 때문이다.

앞서 '2008 금융위기란 무엇인가' 글을 통해 2008 금융위기가 무엇인지 개괄적으로 이야기했다.


다시 반복하자면, 2008 금융위기는 '2000년대 초반 미국 부동산가격 급등 → 시세차익을 노린 주택수요 증가 → 저신용자들의 주택담보대출 증가 → 금융회사들은 주택담보대출 채권을 증권화(Securitization)하여 거래 → 2006년 이후 미국 부동산가격 하락 → 저신용자들의 주택담보대출 채무불이행 증가 → 증권화상품 부실증가 → 금융시장 안에서 공포(Panic) 확산 →  금융시스템 마비'의 진행경로로 이어지면서 발생했다.


그렇다면 2000년대 초반 미국 부동산가격이 급등한 원인은 무엇일까? 혹자들은 그 원인으로 '2000년대 초반 Fed의 저금리정책'을 꼽는다. 2000년대 초반 Fed는 IT산업 버블 붕괴의 충격을 흡수하고자 2001년-2006년 기간동안 최저 1%(2003년 6월)의 저금리정책을 유지했었다. Fed가 낮은 금리를 인위적으로 오랫동안 유지하면서 금융시장내 유동성이 과다해졌고, 이러한 유동성이 부동산시장에 흘러가 거품을 만들어냈다는 것이다. 


그러나 2001년-2006년 사이 Fed 이사를 역임했던 Ben Bernanke[각주:1]는 2010년 1월 3일, <Monetary Policy and the Housing Bubble> Speech를 통해 "2000년대 초반 미국 부동산시장 거품은 Fed의 저금리정책 때문에 생긴 것이 아니다." 라고 반박한다. 그렇다면 Ben Bernanke는 2000년대 초반 미국 부동산시장 거품의 원인으로 무엇을 꼽는 것일까? 




※ 2001년-2006년, Fed의 기준금리는 적정수준에 비해 낮았을까?


"Fed의 저금리정책으로 인해 미국 부동산시장에서 거품이 발생했다." 라고 주장을 하는 사람들은 "테일러준칙(Taylor Rule)과 당시 Fed 기준금리(The Target Federal Funds Rate)를 비교해볼 때, Fed가 (적정수준에 비해) 너무 낮은 금리를 유지했다" 라고 말한다. 


그렇다면 테일러준칙이 무엇일까? 테일러준칙은 경제학자 John Taylor가 제시한 '기준금리가 적정수준인지 가늠하는 모델'이다. 경제성장률이 잠재성장률에 미달하거나 현재 물가상승률이 목표물가상승률에 미달할 경우, 중앙은행은 테일러준칙에 따라 금리를 하향조정한다. 반대로 경제성장률이 잠재성장률을 초과하거나 현재 물가상승률이 목표물가상승률을 넘어선 경우, 중앙은행은 테일러준칙에 따라 금리를 상향조정한다.

그렇다면 2000년대 초반 당시, 테일러준칙을 이용한 적정기준금리와 Fed가 정했던 기준금리를 살펴보면 어떤 모습이 나타날까? 첨부한 윗 그래프의 빨간선은 적정기준금리, 파란선은 Fed가 정했던 기준금리를 나타낸다. Fed의 기준금리가 테일러준칙에 비해 과하게 낮음을 볼 수 있다. 즉, 이 그래프는 2000년대 초반 당시 Fed의 통화정책이 상당히 느슨했음을 보여준다[각주:2]


하지만 2001년-2006년 당시 Fed 이사를 맡았던 Ben Bernanke는 "테일러준칙은 한계가 있다. 이 점을 명심해야한다.[각주:3]" 라고 주장한다. 테일러준칙의 한계란 무엇일까? 바로 '현재 물가상승률 측정치로 무엇을 이용하느냐에 따라 적정금리수준이 다르게 나타나는 문제' 이다. 


테일러준칙에서 쓰이는 현재 물가상승률은 말그대로 '현재시점에서 관찰된 수치(currently observed values)' 이다. 그런데 통화정책은 시차(a lag)를 두고 정책효과를 보이기 때문에, 실제 중앙은행은 현재시점에서 관찰(currently observed) 물가상승률 보다는 물가상승률 예측치(forecast values)를 이용하여 기준금리를 정한다. 


다시 말해, 테일러준칙은 일시적으로 높게 나타나는 물가상승률(inflation that they expect to be temporary)과 오랫동안 높게 유지되는 물가상승률(inflation that are expected to be longer lasting)을 구분하지 않는다. 따라서 일시적으로 물가상승률이 증가했더라도, 테일러준칙에 의하면 기준금리를 올려야 한다. 그렇지만 실제 중앙은행은 물가상승률이 일시적으로 증가했다고 판단했을 시에는 기준금리를 올리지 않는다[각주:4].

첨부한 그래프의 녹색선은 물가상승률 예측치(forecast)를 이용하여 산출한 적정금리수준 이다. 빨간선에 비해 Fed가 정했던 기준금리(파란선)와 격차가 줄어들었다는 것을 확인할 수 있다. 당시 Fed는 에너지가격 상승으로 인한 물가상승률 증가가 일시적인 것으로 판단[각주:5]했었다. 


Ben Bernanke는 "중앙은행이 통화정책의 정책효과 시차를 고려하여, 일시적 물가상승률 증가와 오랫동안 지속되는 물가상승률 증가를 구분한다는 것을 생각한다면, 2001년 미국의 경기후퇴 이후 Fed의 통화정책은 적절했다.[각주:6]" 라고 말한다. 


그리고 (현재시점에서 관찰된 물가상승률을 이용한) 테일러준칙을 인용하여 Fed의 통화정책을 비판하는 사람들에게 "(당신들 말대로라면) 금융위기가 발생했던 2008년에 7%-8% 수준으로 기준금리를 정했어야 했느냐?" 라고 반문한다. 현재시점에서 관찰된 물가상승률 보다는 물가상승률 예측치를 이용하여 기준금리를 정하는 것이 타당하다는 말이다[각주:7]

그렇다면 이제 Fed의 통화정책과 부동산시장 거품 간의 직접적인 관계에 대해 살펴보자. Fed가 시장에 유동성을 과다공급하였고, 이러한 유동성이 부동산시장에 흘러들어가 거품이 발생한 것 아닐까? 


이러한 주장에 대해 Ben Bernanke는 "미국 부동산시장 가격이 급등하기 시작한 것은 1990년대 후반이다. 즉, Fed가 느슨한 통화정책을 시행하기 이전에 부동산가격 상승이 시작되었다.[각주:8]" 라고 말한다. 


하지만 미국부동산 가격이 가장 크게 올랐던 시기는 2004년-2005년이다. 따라서, 2001년-2006년간 느슨하게 유지되었던 통화정책이 부동산시장 거품을 만들었을 가능성을 배제할 수 없다[각주:9]. 이에 대해 Ben Bernanke는 2가지 질문을 던진다.


  • 2001년-2006년 Fed의 느슨한 통화정책이 엄청나게 커진 부동산가격 상승규모(magnitude of the increase)를 얼마만큼 설명할 수 있을까?[각주:10] 만약 통화정책이 설명할 수 없다면, 무엇이 이러한 현상을 설명할 수 있을까? (Can accommodative monetary policies during this period reasonably account for the magnitude[각주:11] of the increase in house prices that we observed? If not, what does account for it?)

  • 2000년대 초반 미국 뿐만 아니라 전세계 산업화 국가에서 부동산가격이 급등했다. 만약 Fed의 느슨한 통화정책이 미국 부동산시장 거품의 원인이라면, (미국보다 더) 느슨한 통화정책을 채택했던 다른 국가들의 부동산가격은 더 상승했을 것이라고 추측하는 게 합리적이지 않을까? 그런데 실제로 그런가(Second, house prices rose significantly during this period in many industrialized countries, not just in the United States. If monetary policy was an important source of house price appreciation in the United States, it seems reasonable to expect that, in an international comparison, countries with easier monetary policies should have been more likely to have significant rises in house prices as well. Is that the case?)

Ben Bernanke는 거시경제 주요지표[각주:12] · 부동산가격 · 통화정책 사이의 역사적 관계를 바탕으로 만든 모델을 이용하여 살펴봤을때 "Fed의 느슨한 통화정책은 2000년대 초반 미국 부동산가격 상승 중 오직 작은 부분만을 차지한다.[각주:13]" 라고 말한다. 

첨부한 두 개의 그래프 중 왼쪽 그래프를 살펴보자. 왼족 그래프의 선은 Fed의 기준금리 추이를 나타내고 있고, 음영처리된 부분은 정상상태(normal)로 간주되는 기준금리 범위이다. 2001년-2006년 사이 Fed의 기준금리는 정상범위에 있었음을 알 수 있다[각주:14]

오른쪽 그래프의 음영부분은 거시경제 주요지표 · Fed의 기준금리의 역사적 관계를 고려하여 추정한 부동산가격 예측 범위이다. 오른쪽 그래프를 보면 알 수 있듯이, 2000년대 당시 실제 부동산가격(파란선)은 음영부분을 크게 벗어나서 상승했다[각주:15]

쉽게 말해, 당시 거시경제 지표나 Fed의 기준금리로는 설명할 수 없을 정도로 2000년대 미국 부동산가격이 상승했다는 것이다. 2001년-2006년 사이 Fed의 느슨한 통화정책으로는 이정도 규모(magnitude)의 부동산가격 상승을 설명할 수 없다.

그렇다면 전세계 다른 국가들의 '통화정책과 부동산가격 간의 관계'에 대해 살펴보자. 첨부한 윗 그래프의 X축은 '(테일러준칙과 비교한) 통화정책의 느슨한 정도'를 나타내고 Y축은 부동산가격 상승 크기를 나타낸다. 우선, 흥미롭게도 거의 모든 국가들이 (테일러준칙과 비교해) 느슨한 통화정책을 유지했음을 알 수 있다[각주:16]

그리고 통화정책의 느슨한 정도와 부동산가격 상승 사이의 관계는 통계적으로 약하다(R-Squared 값이 0.05에 불과)[각주:17]는 것도 알 수 있다. R-Squared 값이 0.05라는 것은 부동산가격 상승 중 느슨한 통화정책이 설명할 수 있는 비중이 5% (최소 0%, 최대 100%) 라는 뜻이다. 

게다가 미국에 비해 엄격한 통화정책을 유지한 20개 국가 가운데, 11개 국가의 부동산가격은 미국보다 더 많이 올랐다[각주:18].      



※ 2000년대 초반, 전세계 부동산가격이 상승한 이유는?

통화정책의 느슨한 정도와 부동산가격 상승이 통계적으로 관계가 없다면, 2000년대 초반 전세계 부동산가격 상승은 무엇으로 설명할 수 있을까? Ben Bernanke는 "신흥국에서 선진국으로의 자본유입이 선진국 내 실질이자율을 낮추고 자산가격을 상승시켰다. 2000년대 초반 전세계 부동산가격 상승은 일명 글로벌 과잉저축(the Global Saving Glut) 때문이다.[각주:19]" 라고 말한다.

윗 그래프는 경상수지 변화(Change in Current Account)와 부동산가격 상승 간의 관계를 나타내고 있다. 경상수지가 음(-)의 값을 기록한다는 것은 자본수지(Capital Account)가 양(+)의 값을 가짐을 의미한다.


Ben Bernanke의 지적처럼 경상수지가 음(-), 다시말해 자본수지가 양(+)의 값을 기록한 국가일수록 부동산가격이 크게 상승했다. 이때 R-Squared 값은 0.31인데, 이는 부동산가격 상승 현상을 자본수지 증가가 31% 정도 설명할 수 있음을 뜻한다. 이것은 통계적으로 유의미한 결과이다[각주:20]


게다가 느슨한 통화정책이 자본유입을 감소시킨다는 점을 고려한다면, 느슨한 통화정책과 부동산가격 상승 사이의 관계는 약하다는 점을 다시 한번 확인할 수 있다[각주:21]




※ 금융위기의 재발을 방지하기 위해서 Fed는 무엇을 해야할까?


느슨한 통화정책과 부동산가격 상승 간의 관계는 약하고, 자본유입 증가와 부동산가격 상승 간의 관계는 강하다는 사실은 무엇을 알려줄까? Ben Bernanke는 "통화정책의 느슨한 정도 만으로는 엄청나게 커진 부동산가격 상승규모를 설명할 수 없다.[각주:22]" 라고 재차 강조한다.   


그러면서 Ben Bernanke는 "이러한 연구결과가 알려주는 것은, 부동산시장 거품을 막는 최선의 대응은 통화정책이 아니라 규제 · 감독 정책이다. 금리정책에 비해 대부자들의 리스크를 제어하는 강한 규제와 감독은 부동산시장 거품에 대응하는 더 나은 방법이다.[각주:23]" 라고 말한다.      


2008년 이전 Fed 이사와 의장을 역임한 Ben Bernanke는 "(금융상품을 규제 · 감독하려는) Fed의 노력은 너무 늦었었고 부동산시장 거품을 효과적으로 억제하는 것에 불충분했다.[각주:24] 2008 금융위기로부터 배운 것은 '금융 규제와 감독의 시행이 더욱 더 나아져야 한다' 라는 것이다.[각주:25] Fed는 금융기관의 규제 · 감독 뿐만 아니라 금융기관 간의 감독 기능을 강화하려고 작업중이다. 그리고 개별기업 · 기업 간 · 기업과 시장 간 금융 규제와 감독, 거기에 더해 소비자보호 기능도 강화하려 한다. 우리 Fed는 금융시스템 전체를 살피는 'overall regulatory structure'를 구축하는 금융규제 개혁을 강하게 지지한다.[각주:26]" 라고 고백한다.  




※ Ben Bernanke의 2012년 3월 조지 워싱턴 대학 강연


2012년 당시 Fed 의장을 역임하고 있었던 Ben Bernanke조지 워싱턴 대학강연에서 'Fed의 역할과 2008 금융위기'에 대해 강연을 했었다. 이 강연은 2014년 『The Federal Reserve and the Financial Crisis』라는 제목의 단행본으로 출간되었다. 


당시 강연에서 학생들은 "Fed의 저금리정책이 부동산시장 거품을 만든 것 아니냐?" 라는 질문을 던졌었고 Ben Bernanke는 (앞서 본 바와 같이) 이를 반박하는 대답을 내놓았다. 이때 제기되었던 질문들과 Ben Bernanke의 답변을 살펴보면 좋을거 같아서 여기에 소개한다.


학생 1 : Ben Bernanke 당신이 2001년도 Fed 의장 이었더라면, 금리를 계속해서 낮게 유지했을 것인가? 당신은 당시 Fed의 정책이 옳았다고 생각하는가?[각주:27]


Ben Bernanke : 나는 2001년도 당시에 Fed 이사였습니다. 내가 강조하고 싶은 것은 'Use the right tool for the job' 입니다. 거품과 자산가격 상승을 막기 위해 금리정책을 구사하는 것은 '모기를 잡기 위해 큰 해머를 이용하는 것'과 같습니다[각주:28]. 부동산시장은 경제전체의 일부분일 뿐이고, 금리정책은 경제 전체의 안정(overall economic stability)을 달성하기 위해 사용됩니다[각주:29]


우리는 "부동산가격 상승을 막기 위해서는 금리를 급격히 올려야 한다." 라고 판단했습니다. 그러나 당시 경제는 취약한 상태였죠. 실업률은 여전히 정상수준 이상이었고 물가상승률은 0을 향해 하락하고 있었습니다[각주:30]. 통화정책은 거시경제 전체의 안정(macroeconomic stability)을 달성하기 위해 사용되는 것[각주:31]입니다. 


물론, 부동산시장 거품을 무시하라는 말은 아닙니다. 저는 당시 Fed가 금융 규제와 감독부문(supervisory and regulatory side)에 있어 더욱 더 적극적인 역할을 할 수 있었다고 생각합니다[각주:32].  (...)


다시 반복하지만, 통화정책은 자산가격과 경제 전체에 영향을 끼칩니다. 만약 학생이 (부동산시장에만 영향을 미칠 수 있는) 날카로운 도구가 있다면, 그것을 사용하는 게 모두에게 더 낫겠죠[각주:33].

학생 2 : 당신은 Fed의 저금리정책이 부동산가격 상승을 일으킨 것은 아니라고 주장합니다. 그렇지만 낮은 금리는 경제주체와 은행들이 더욱 더 위험한 거래(riskier trades)를 하게 만들었고, 이것이 금융위기를 일으킨 것 아닌가요?[각주:34]

다시 반복하지만, 바로 그렇기 때문에 금융 감독과 규제가 중요한 역할을 해야합니다[각주:39]. 특히나 큰 금융기관들에 있어서, 우리 Fed는 그들을 직접 감독 · 규제할 필요가 있습니다. 그리고 리스크를 적절하게 조절하도록 해야 합니다[각주:40].

※ the Global Saving Glut은 무엇인가? 

Ben Bernanke가 강조하는 금융 규제 · 감독은 또 무엇인가?


우리는 이번 글을 통해 "2000년대 미국 부동산시장 거품은 2001년-2006년 사이 시행됐던 Fed의 저금리정책으로 인해 생긴 것이 아니다." 라는 Ben Bernanke의 주장을 살펴볼 수 있었다.


그렇다면 2000년대 미국 부동산시장, 아니 전세계 부동산시장에서 동시다발적으로 가격상승이 발생한 이유는 무엇일까? Ben Bernanke는 "글로벌 과잉저축(the Global Saving Glut)으로 인해 부동산시장 거품이 생겨났다." 라고 말하는데, 도대체 글로벌 과잉저축(the Global Saving Glut)이란 것이 무엇일까? 


이를 이해하기 위한 선행지식으로 '경상수지 흑자는 무조건 좋은 것일까?'를 통해, ① 경상수지의 의미 ② 저축 · 투자와 경상수지의 관계 ③ 경상수지와 자본수지의 관계에 대해 먼저 간략하게 살펴볼 것이다.  그리고 '글로벌 과잉저축 - 2000년대 미국 부동산가격을 상승시키다'를 통해 Ben Bernanke의 주장을 상세히 이해할 수 있다.

In previous remarks I have pointed out that capital inflows from emerging markets to industrial countries can help to explain asset price appreciation and low long-term real interest rates in the countries receiving the funds--the so-called global savings glut hypothesis.   20. countries in which current accounts worsened and capital inflows rose (shown in the left half of the figure) had greater house price appreciation over this period.18 However, in contrast to the previous slide, the relationship is highly significant, both statistically and economically, and about 31 percent of the variability in house price appreciation across countries is explained.   21. I will only note here that, as more accommodative monetary policies generally reduce capital inflows, this relationship appears to be inconsistent with the existence of a strong link between monetary policy and house price appreciation. (20) [본문으로]
  22. the magnitude of house price gains seems too large to be readily explainable by the stance of monetary policy alone. (20-21) [본문으로]
  23. That conclusion suggests that the best response to the housing bubble would have been regulatory, not monetary. Stronger regulation and supervision aimed at problems with underwriting practices and lenders’ risk management would have been a more effective and surgical approach to constraining the housing bubble than a general increase in interest rates.   24. However, these efforts came too late or were insufficient to stop the decline in underwriting standards and effectively constrain the housing bubble. (21-22) [본문으로]
  25. The lesson I take from this experience is not that financial regulation and supervision are ineffective for controlling emerging risks, but that their execution must be better and smarter. (22) [본문으로]
  26. The Federal Reserve is working not only to improve our ability to identify and correct problems in financial institutions, but also to move from an institution-by-institution supervisory approach to one that is attentive to the stability of the financial system as a whole. Toward that end, we are supplementing reviews of individual firms with comparative evaluations across firms and with analyses of the interactions among firms and markets. We have further strengthened our commitment to consumer protection. And we have strongly advocated financial regulatory reforms, such as the creation of a systemic risk council, that will reorient the country’s overall regulatory structure toward a more systemic approach. The crisis has shown us that indicators such as leverage and liquidity must be evaluated from a system-wide perspective as well as at the level of individual firms. (22) [본문으로]
  27. I have a question about the low interest rate monetary policy in the early 2000s and your view, with all the different research that was conducted, that it did not spark the housing bubble. If you had been Fed chairman in 2001, would you have kept rates that low? Do you think it was the correct thing to do? [본문으로]
  28. The problem with tying interest rate policy to perceived bubbles and asset prices is that it is like using a sledgehammer to kill a mosquito. [본문으로]
  29. The problem is that housing is only one part of the economy, whereas interest rates are dedicated to achieving overall economic stability. [본문으로]
  30. So we estimate that in order to stop the increase in house prices, interest rates would have had to be raised very dramatically in a period when the economy was very weak. Unemployment was still above normal. Inflation was falling toward zero. [본문으로]
  31. And generally speaking, the right way to use monetary policy is to achieve overall macroeconomic stability. [본문으로]
  32. I think the Federal Reserve could have been more aggressive on the supervisory and regulatory side to make sure, for example, that the mortgages being originated were of better quality, that firms were appropriately monitoring their risk, and so on. So I think the first line of defense should be regulation and supervision. [본문으로]
  33. But again, because monetary policy is such a blunt tool, which affects all asset prices and affects the entire economy, if you can get a laser-focused type of tool, that is going to be much better for everybody. [본문으로]
  34. But to look at it from another point of view, what is your take on the argument that the low interest rates caused private investors and banks to make riskier trades, and that could have been a trigger to the crisis? [본문으로]
  35. I think there is some effect of low interest rates on risk taking. But, once again, it is an issue of getting the right balance. [본문으로]
  36. During a recession, generally speaking, on most dimensions, investors become very cautious. [본문으로]
  37. That is certainly where they have been for much of the recent past. [본문으로]
  38. You want to achieve an appropriate balance between the amount of risk being taken— not too much, not too little—. [본문으로]
  39. this is yet another reason why financial supervision and regulation needs to be playing a role. [본문으로]
  40. Particularly with large institutions— banks— we need to be looking directly at those firms and making sure that they are managing their risks appropriately. So, again, it is a question of the right tool for the job. [본문으로]
