1997 외환위기에 대해 쓴 4편의 글을 통해, 당시 외환위기의 원인 · 발생과정 등을 구체적으로 파악할 수 있었다. 그렇지만 4편의 글은 주로 한국의 위기에 초점을 맞췄었다. 이번 글에서는 한국뿐 아니라 당시 대부분의 동아시아 국가들-태국, 인도네시아, 말레이시아, 필리핀, 대만, 홍콩, 싱가포르, 한국 등등-이 외환위기를 겪게된 원인에 대해서 다룬다. 또한 1997 동아시아 외환위기의 원인이 경제학적으로 어떠한 의미를 가지고 있는지 살펴보자.




※ 1997 동아시아 금융위기는 '자본계정의 위기' - 제3세대 모델

   

단기외채 조달 증가 - 국내은행위기를 외채위기·외환위기·체계적 금융위기로 키우다 에서 주목해야 하는 것은 김대중정부 초대 재정경제부 장관을 역임한 이규성의 주장이다. 이규성은 당시 아시아의 위기를 '자본유입이 급속히 증가하면서 발생한 자본계정의 위기' 라고 진단한다. 


우리나라를 비롯한 아시아 위기 당사국들은 자본자유화 확대 → 대규모 자본수지 흑자 → 환율의 고평가 속에 고성장 추구 → 경상수지 적자의 확대과정을 거치면서 위기를 맞았다. 과거 많은 나라들이 재정적자 확대 → 경상수지 적자 확대 → 자본수지 흑자 확대라는 경로를 걷다가 외환위기에 직면한 양상과는 현저히 다르다.

  

이런 관점에서 볼 때 아시아의 위기는 경상수지의 중요성이 도외시된 채 진행된 자본자유화 과정에서 자본유입이 급속히 증가하면서 발생한 자본계정의 위기라고 할 수 있다.

'자본유입이 급속히 증가하면서 발생한 자본계정의 위기' 라는 것이 무슨 의미를 담고 있을까? 1997년 이전까지만 하더라도 금융위기 발생의 이론적모델[각주:1]은 두 가지였다. 바로, 해당국 경제의 기초여건 Fundamental에 문제가 있어서 금융위기가 발생한다는 1세대 모델[각주:2]과 경제의 기초여건에 상관없이 경제주체들 사이의 자기실현적예언 Self-Fulfilling Effect 로 인해 금융위기가 발생한다는 2세대 모델[각주:3]이었다. 


1세대 모델은 1970-80년대 중남미 금융위기를 배경으로 만들어졌다. 당시 중남미 국가들은 과도한 재정적자에 이은 높은 인플레이션율로 인해 경제의 기초여건 Fundamental 이 손상된 상태였다. 고정환율제도를 택하고 있는 상황에서 발생한 높은 인플레이션율은 통화가치 하락에 대한 우려를 부추겼다. 해당국가들 경제의 기초여건을 의심한 경제주체들은 통화가치 하락을 우려하여 자본을 급격히 회수하면서, 중남미 국가들의 통화가치는 더더욱 하락했고 이 과정에서 외환보유고가 바닥나고 만다. 


2세대 모델은 1990년대 초반에 발생한 유럽 외환위기(EMS Crisis)를 설명하는 모델이다. 당시 유럽 몇몇 국가들은 유럽통화시스템(EMS, European Monetary System)[각주:4]을 만들어 유럽공동체 통화의 안정을 추구했다. 이런 와중에, 경제력이 다른 국가들 사이에서 통화가치 고평가 이야기가 나오기 시작했고 경제사정 악화로 인해 기준금리를 내리는 확장적 통화정책 가능성이 제기됐었다. 확장적 통화정책 시행가능성은 통화가치 하락에 대한 기대심리를 부추겼고, 투기세력들은 고평가된 유럽 각 통화들의 평가절하를 예상하고 투기적 공격에 나서게 되었다. 해당국 경제의 기초여건에 상관없이, 통화가치가 하락할 것이라는 자기실현적 예언 Self-Fulfilling Effect 이 금융위기를 발생시킨 것이다.


그런데 1997 동아시아 외환위기는 1세대 · 2세대 모델로 설명이 불가능했다. 당시 동아시아 국가들의 경제성장률은 여전히 높았고 인플레이션 또한 적정한 수준에서 관리되고 있었다. 한국 또한 1997년 전까지만 하더라도 8.8% · 8.9% · 7.2% 등 높은 경제성장률을 유지했다. 재정적자 또한 문제될 여지가 없었다. 무엇이 문제였을까?





※ 1997 동아시아 외환위기는 '고정환율제도 · 만기불일치 · 통화불일치'의 문제 


1997 동아시아 외환위기 발생을 이해하기 위해서는 금융자유화 Financial Liberalization 정책을 살펴봐야 한다. 1990년대 들어 동아시아 국가들이 자본시장을 개방하면서 자본유입이 급격히 증가 Surges of Capital Inflows 했다. '1997년 한국 거시경제의 긴장도를 높인 요인 - 고평가된 원화가치와 경상수지 적자' · '단기외채 조달 증가 - 국내은행위기를 외채위기·외환위기·체계적 금융위기로 키우다' 에서 살펴봤듯이, 한국 또한 금융자유화 시행 이후 막대한 양의 자본유입이 발생하면서 원화가치가 고평가되고 은행과 기업의 해외차입이 증가했다.



그런데 문제는 금융자유화 시행 이후에도 상당수의 동아시아 국가들이 고정환율제도를 택하고 있었다는 사실이다. 동아시아의 많은 국가들은 미국 달러화에 연계된 peg 고정환율제도를 유지하고 있었고, 한국 또한 환율변동폭이 상하 2.25%로 제한된 시장평균환율제도 crawling peg 를 실시하고 있었다.


그리고 금융자유화 이후 발생한 자본유입으로 동아시아 국가들은 손쉽게 해외차입을 늘릴 수 있었는데, 문제는 대부분의 해외차입금이 단기일 뿐더러 외국통화로 표기되었다는 점이다. 단기로 조달해온 자금을 장기로 운용하는 만기 불일치 Maturity Mismatch 와 자국통화 부채가 아닌 통화 불일치 Currency Mismatch 가 발생한 것이다.


이런 상황속에서 자본유입이 갑자기 멈추고 Sudden Stops 자본흐름의 반전 Reversals of Capital Inflows 가 발생하면 무슨 일이 발생할까? 급격한 자본유출 Disruptive Capital Outflows 이 일어나면서 통화가치는 하락하고 Currency Collapse, 외환보유고는 고갈되고 Reserve Depletion, 금융시스템이 마비되면서 Systemic Financial Crisis, 실물경제의 생산능력이 떨어지게 될 것이다 Output Losses.              


그렇다면 1997년 당시 동아시아 국가들은 왜 고정환율제도를 유지하고 있었고, 왜 단기차입금을 들여왔으며, 왜 외국통화로 표기된 부채를 질 수 밖에 없었을까? 또한 자본유출이 발생하였을 때 그것을 막지 못한 이유는 무엇일까? 1997 외환위기를 겪을 수 밖에 없었던 동아시아 국가들의 한계-고정환율제도의 문제점, 만기 불일치 · 통화불일치 문제-에 대해서 자세히 살펴보자.

 


     

※ 동아시아 국가들의 태생적 한계 - ① 고정환율제도


'금융자원 동원을 통한 경제성장→8·3 사채동결조치→한국경제의 구조적 문제들' 에서 보았듯이, 한국은 요소투입의 증가 increases in inputs 로 경제성장을 달성했다. 국가가 금융자원을 통제하여 control over finance 특정산업에 자원을 몰아줌으로써 생산능력을 키울 수 있었던 것이다. 한국뿐 아니라 뒤늦게 경제성장에 착수한 개발도상국들 또한 정책금융을 policy loans 통한 투입의 증가, 다르게 말해 투자 investment 를 통해 생산능력을 키워왔다. 


그러나 이러한 개발도상국들의 경제개발 과정에서 통화가 과도히 공급되어 만성적인 고인플레이션 high and variable inflation 이 발생하고 만다. 개발도상국들로서는 경제개발 단계에서 인플레이션 관리가 중요한 것이 아니라 경제성장달성 그 자체가 중요했기 때문에, 인플레이션 관리에도 소홀히 하게 된다. 더군다나 중앙은행 등 통화기관의 발전이 이루어지지 않은 상태였기 때문에 통화정책으로 인플레이션을 잡을 수 있는 능력조차 없었다. 이런 상황에서 높은 인플레이션을 억제하려면 어떻게 해야할까? 손쉬운 해결책은 바로 고정환율제도를 도입하는 것이다. 


고정환율제도는 3가지 경로를 통해서 인플레이션을 억제할 수 있다. 


첫째로는 일종의 규율효과 discipline argument 이다. 인플레이션이 낮은 국가의 통화에 개발도상국의 통화가치를 연동peg 한다면, 정부의 재정적자 · 민간의 임금과 가격결정이 유발하는 인플레이션 압력을 억제할 수 있다. 고정환율제도를 택한 상황에서 확장적 통화정책을 쓴다면, 인하된 금리가 자국 통화가치 하락을 초래하여 고정환율제도의 신뢰성을 떨어뜨린다. 따라서, 고정환율제도는 정부가 (인플레이션을 유발하는) 확장적 통화정책을 쓰려는 유혹에서 벗어나도록 돕는다. 고정환율제도가 일종의 지켜야 할 규약 commitment 으로 작용하는 것이다.


The second major rationale for fixed rates is a belief that pegging to a low-inflation currency will help to restrain domestic inflation pressures, whether these originate in excessive government budget deficits or in the wage- and price-setting decisions of the private sector. This "discipline" argument comes in many forms, but the basic idea is simple: an announced policy of pegging the exchange rate may serve as a commitment technology allowing the government to resist and even forestall subsequent temptations to follow excessively expansionary macroeconomic policies.

둘째로는 인플레이션 기대심리 하락이다. 고정환율제도가 제대로 정착된다면 (원래 인플레이션율이 낮았던) 기준국가 anchor country 의 인플레이션 기대심리가 개발도상국에 이전됨으로써, 개발도상국 또한 낮은 인플레이션 기대심리를 유지할 수 있다.


셋째로는 기준국가와의 통화정책 연동이다. 고정환율제도가 신뢰성 있게 유지되려면 기준국가와 개발도상국의 금리가 동등한 수준을 유지해야 한다. 만약 개발도상국이 금리를 낮추기 위해 통화량을 증가시킨다면 (낮아진 금리로 인해) 자본유출이 발생하고 외환보유고는 감소한다. 이러한 과정은 국내통화공급의 연속적인 축소를 초래[각주:5]하고 금리와 통화공급량은 정상수준으로 돌아온다[각주:6].        


Fixing the value of an emerging-market's currency to that of a sounder currency, which is exactly what an exchange-rate peg involves, provides a nominal anchor for the economy that has several important benefits. 


First, the nominal anchor of an exchange-rate peg fixes the inflation rate for internationally traded goods, and thus directly contributes to keeping inflation under control. 


Second, if the exchange-rate peg is credible, it anchors inflation expectations in the emerging-market country to the inflation rate in the anchor country to whose currency it is pegged. The lower inflation expectations that then result bring the emerging-market country's inflation rate in line with that of the low-inflation, anchor country relatively quickly.


Another way to think of how the nominal anchor of an exchange- rate peg works to lower inflation expectations and actual inflation is to recognize that if there are no restrictions on capital movements, then a serious commitment to an exchange-rate peg means that the emerging-market country has in effect adopted the monetary policy of the anchor country. 


As long as the commitment to the peg is credible, the interest rate in the emerging-market country will be equal to that in the anchor country. Expansion of the money supply to obtain lower interest rates in the emerging-market country relative to that of the low-inflation country will only result in a capital outflow and loss of international reserves that will cause a subsequent contraction in the money supply, leaving both the money supply and interest rates at their original levels


Thus, another way of seeing why the nominal anchor of an exchange-rate peg lowers inflation expectations and thus keeps inflation under control in an emerging-market country is that the exchange-rate peg helps the emerging-market country inherit the credibility of the low-inflation, anchor country's monetary policy.

거기에 더하여, 고정환율제도는 개발도상국에게 또 다른 이점을 가져다준다. 바로 환율변동의 불확실성 제거이다. 고정환율제도로 인해 개발도상국의 통화가치가 안정적으로 유지됨으로써 자본유입을 이끌게되고, 이는 생산적인 투자로 이어져 경제성장으로 이어진다.

The unpredictable volatility of a floating exchange rate, both from a short-term perspective and a long-term one, can inflict damage. Although the associated costs have not been quantified rigorously, many economists believe that exchange-rate uncertainty reduces international trade, discourages investment, and compounds the problems people face in insuring their human capital in incomplete asset markets. Furthermore, workers and firms hurt by protracted exchange-rate swings often demand import protection from their governments.


Much of the enthusiasm for monetary unification within the European Union (EU) stems from the belief that locked exchange rates maximize the gains from a unified market and that exchange-rate-induced shifts in competitiveness within the EU can undermine the political consensus for free intra-EU trade.

고정환율제도가 가져다주는 이러한 이점들을 생각해봤을때, 상당수 동아시아 국가들이 고정환율제도를 택하고 유지하는 것이 너무나 당연한 상황이었다.




※ 동아시아 국가들의 태생적 한계 - ② 외국통화로 표기된 부채


개발도상국들의 경제개발단계에서 발생하는 만성적인 고인플레이션은 또다른 조건을 만들어낸다. 바로 개발도상국 정부가 발행하는 채권의 만기가 짧고 a debt structure of very short duration, 외국통화로 표기 denominated in foreign currencies[각주:7] 된다는 점이다. 만성적인 고인플레이션으로 인해 개발도상국의 통화가치가 심한 변동을 겪는 상황에서, 장기채권과 개발도상국 통화로 표기된 채권은 리스크가 크기 때문에 아무도 구입하려 하지 않는다. 따라서 개발도상국은 만기가 짧고, (통화가치가 안정된) 외국통화로 표기된 채권을 발행할 수 밖에 없었다.  


In contrast to the industrialized countries, many emerging-market countries have experienced very high and variable inflation rates, with the result that debt contracts are of very short duration. (12) (...)


There are two major institutional differences in the financial markets of industrialized countries versus emerging-market countries that imply different propagation mechanisms for financial instability. As mentioned earlier, in industrialized countries where inflation typically has been low and not very variable, many debt contracts are of long duration. Furthermore, because these industrialized countries typically retain a strong currency, most debt contracts are denominated in the domestic currency. 


In contrast, many emerging-market countries have had high and variable inflation rates in the past and so, long-term debt contracts are too riskyThe result has been a debt structure of very short duration. Given poor inflation performance, these countries also have domestic currencies that undergo substantial fluctuations in value and are thus very risky. To avoid this risk, many debt contracts in these countries are denominated in foreign currencies. 경제학자 Barry Eichengreen은 이러한 현상을 "신흥국의 원죄 The Original Sin" 이라 칭했다. '왜 환율변동에 민감하게 반응할까? 단일통화를 쓰면 안될까?' 에서도 보았듯이, 1993년-1998년 기간 사이에 개발도상국이 보유한 자국통화로 표기된 부채 denominated by its own currency 의 비중은 2.03% 불과했다.  


1998년 이후에도 신흥국의 원죄는 계속된다. 1999년-2001년 사이 발행된 5.8조 달러 규모의 채권 중, 5.6조 달러가 미 달러·유로화·엔화·파운드·스위스 프랑화로 구성되어있다. 그러나 이 기간동안 미국·유럽·일본·영국·스위스는 4.5조 달러 규모의 부채만 짊어졌다. 즉, 나머지 1.1조 달러의 부채는 다른 국가들이 (자국통화가 아닌) 외환 형태로 보유하게 된 것이다.   


Of the nearly $5.8 trillion in outstanding securities placed in international markets in the period 1999-2001, $5.6 trillion was issued in 5 major currencies: the US dollar, the euro, the yen, the pound sterling and Swiss franc. To be sure, the residents of the countries issuing these currencies (in the case of Euroland, of the group of countries) constitute a significant portion of the world economy and hence form a significant part of global debt issuance. 


But while residents of these countries issued $4.5 trillion dollars of debt over this period, the remaining $1.1 trillion of debt denominated in their currencies was issued by residents of other countries and by international organizations. Since these other countries and international organizations issued a total of $1.3 trillion dollars of debt, it follows that they issued the vast majority of it in foreign currency. 


The measurement and consequences of this concentration of debt denomination in few currencies is the focus of this paper.

  • 1993년-1998년 사이, 개발도상국Developing Countries이 자국통화로 표기된 부채를 보유한 비중은 전체부채 중 2.3%에 불과하다.
  • 반면, 같은 기간에 미국·일본·영국·스위스는 전체부채 중 52.6%를 자국의 통화형태로 보유하고 있다
  • 유로화가 도입된 1999년 이후, 유로존 국가들이 유로화 형태로 보유한 부채비율은 23.2%에서 56.8%로 증가하였다.


채권 발행국과 통화형태별 누적부채를 살펴보자.

  • 전세계 부채 중 미국이 부담하는 부채비율은 약 32%이지만, 미 달러 형태로 표기된 부채비율은 약 52%에 이른다.
  • 미국·유로존·일본은 전세계 부채 중 71%를 부담하지만, 미 달러·유로·엔화로 표기된 부채는 약 87%에 달한다.

Figure 1 plots the cumulative share of total debt instruments issued in the main currencies (the solid line) and the cumulative share of debt instruments issued by the largest issuers (the dotted line). The gap between the two lines is striking. While 87 percent of debt instruments are issued in the 3 main currencies (the US dollar, the euro and the yen), residents of these three countries issue only 71 percent of total debt instruments. The corresponding figures for the top five currencies, 97 and 83 percent, respectively, tell the same story.

※ 1997 동아시아 외환위기 원인 · 발생과정 


앞서 논의했던 내용을 다시 정리하자면, 1990년대 금융자유화 정책 시행 이후 동아시아 국가들을 향해 만기가 짧고, 외국통화로 표기된 자본이 급격히 유입되었다. 이런 와중에도 동아시아 국가들은 고정환율제도를 유지하고 있었던 상황이다. 


그런데 1997년이 되자 자본흐름의 반전 Reversals of Capital Inflows 이 발생하면서 자본유입이 갑작스레 중단되고 Sudden Stops, 급격한 자본유출 Disruptive Capital Outflows 이 발생하기 시작한다. 따라서, 고정환율제도를 택하고 있던 동아시아 국가들의 통화가치는 하락압력을 받게 되고 이는 투기적공격 Speculative Attack 의 유인을 증가시켰다. 더군다나 동아시아 국가들이 차입했던 해외부채는 만기가 짧았기 때문에, 급작스런 자본유출은 유동성위기 Liquidity Crisis를 초래했다. 


동아시아 국가들이 고정환율제도와 자국 통화가치를 지키려면 어떻게 해야할까? 우선, 외환시장에 직접 개입 foreign exchange intervention 함으로써 자국 통화가치를 유지할 수 있다. 그러나 하락하는 자국 통화가치를 지키기 위해서는 외국통화를 외환시장에 공급하고 자국통화를 사들여야 하는데, 이 과정에서 개발도상국의 외환보유고는 바닥을 드러내고 만다. 


다른 방안으로는 금리를 올림 the policy rate 으로써 급격한 자본유출을 억제할 수 있을 것이다. 그런데 금리인상 또한 문제를 초래한다. 금리인상은 투자와 소비를 저하시켜 경제를 불황에 빠뜨리고, 이를 통해 해당국 경제의 기초여건에 의심을 품은 외국투자자들은 자본유출을 가속화한다.


그렇다면 동아시아 국가들은 고정환율제도를 포기하고 자국 통화가치 하락을 용인해야 할까? 자국 통화가치 하락을 통해 수출이 증가하면 자본계정 Capital Account 의 손상을 경상계정 Current Account 으로 메꿀 수 있으니? 그러나 자국 통화가치 하락은 큰 문제를 야기한다. 동아시아 국가들의 은행과 기업들이 외국통화로 표기된 부채를 지고 있는 상황이었기 때문에, 자국 통화가치 하락은 외국통화로 표기된 부채가치의 상승을 뜻했다. 다시 말해, 개발도상국 은행과 기업들의 채무부담이 증가한 것이다.   


경제학자 Paul Krugman은 『불황의 경제학』(2009) 을 통해, 1997 동아시아 외환위기 발생과정을 쉽게 설명한다.     


외국으로부터의 차입이 둔화되자 중앙은행에도 문제가 생기기 시작했다. 엔화와 달러의 유입이 줄자 외환시장에서 바트화에 대한 수요도 줄어든 것이다. 반면 수입 대금 결제를 위한 외환 수요는 줄지 않았다. 바트화의 가치를 지키기 위해 태국은행은 자본이 들어오기 시작했을때와 정반대의 조치를 취했다. 시장에 개입해 달러와 엔화를 주고 바트화를 사들여 자국의 통화를 지지하려 한 것이다.


그러나 통화 가치를 낮추려는 것과 높이려는 것 사이에는 중요한 차이가 있다. 태국은행은 원하는 만큼 바트화를 공급할 수 있다. 그저 찍어내면 되니까 말이다. 그러나 달러는 찍을 수 없다. 따라서 바트화의 가치를 방어하는 능력에는 한계가 있었고, 외환보유고는 얼마 안 가 바닥을 드러냈다.


통화가치를 유지하는 유일한 길은 바트화 유통량을 줄이고 이자율을 올림으로써 투자자들이 달러를 빌려 바트화에 재투자하도록 유도하는 것이었다. 그러나 이것은 양날의 칼이었다. 당시 투자 붐이 일단락되면서 태국의 경제 성장은 이미 둔화되고 있었고, 건설 경기 또한 좋지 못했다. 이것은 일자리 축소를 의미했고, 일자리 축소는 낮은 소득을, 낮은 소득은 경제 다른 부문에서의 해고를 의미했다. 완전한 의미의 경기후퇴는 아니었지만 태국 경제가 더 이상 과거 방식대로 움직일 수 없다는 점은 확실했다. 이런 상황에서 이자율 상승은 투자를 막는 일일뿐더러 경제를 확실한 불황에 빠뜨리는 길이었다. 


대안은 정부의 통화 개입 포기였다. 바트화 매입을 중단하고 바트화 가치 하락을 용인하는 것이었다. 그러나 이 역시 곤란한 일이었다. 평가절하가 정부 신인도에 흠집을 낼 것이라는 게 한 가지 이유였다. 또한 너무나 많은 은행과 금융회사, 기업들이 달러 채무를 갖고 있었다. 바트화 대비 달러의 가치가 오른다면 그들 다수가 파산할 것이 뻔했다.


진퇴양난의 답답한 상황이었다. 태국 정부는 바트화 하락을 용인하고 싶지 않았지만 그렇다고 외환보유고 손실을 막기 위해 혹독한 대내적 조치를 취할 생각도 없었다. 대신 관망하는 쪽을 택했다. 어떤 전환점이 생겨나길 기대하는 눈치였다. 하지만 이 모든 상황은 뻔한 결말로 흘러갔다. 통화위기가 발생한 것이다.

※ 고정환율제도의 문제점 - 투기적공격에 취약


이러한 1997 동아시아 외환위기 원인 · 발생과정을 경제학계에서는 경제학이론을 사용하여 어떻게 접근하는지를 자세히 살펴보자. 1997 동아시아 외환위기에서 중요한 것은 개발도상국 특성상 고정환율제도를 택할 수 밖에 없었고, 외국통화로 표기된 부채를 질 수 밖에 없었다 라는 점이다. 


개발도상국의 한계를 염두에 두고 우선 생각해야 할 것은 고정환율제도가 초래하는 문제점이다. 앞서 살펴봤듯이, 개발도상국들은 인플레이션 관리를 위해 고정환율제도를 도입한 상황이었다. 고정환율제도는 환율변동의 불확실성을 제거하여 자본유입을 증대시켜 경제성장의 발판을 마련하는데 일조를 했다. 


그러나 금융감독체계가 발달되지 못했던 개발도상국의 특성상[각주:8], 갑작스런 자본유입 증대는 과잉대출 excessive lending & lending boom 로 이어지고 대출의 상당수는 부실처리 substantial loan losses 된다. 그 결과 부실대출을 떠안게 된 은행의 대차대조표는 크게 손상 a deterioration of bank balance sheets 되고 만다.   


Another potential danger from an exchange-rate peg is that by providing a more stable value of the currency, it might lower risk for foreign investors and thus encourage capital inflows.


Although these capital inflows might be channeled into productive investments and thus stimulate growth, they might promote excessive lending, manifested by a lending boom, because domestic financial intermediaries such as banks play a key role in intermediating these capital inflows.


Indeed, Folkerts-Landau, et. al (1995) found that emerging market countries in the Asian-Pacific region with the large net private capital inflows also experienced large increases in their banking sectors. Furthermore, if the bank supervisory process is weak, as it often is in emerging market countries, so that the government safety net for banking institutions creates incentives for them to take on risk, the likelihood that a capital inflow will produce a lending boom is that much greater. 


With inadequate bank supervision, the likely outcome of a lending boom is substantial loan losses and a deterioration of bank balance sheets.

이러던 와중에, 자본유출이 발생하여 동아시아 통화가치에 대한 하락압력이 거세졌다. 그런데 통화가치 하락을 막기위하여 동아시아 국가들이 금리를 인상하면 무슨 문제가 발생할까? 높아진 금리로 인해 은행의 부채부담은 증가하게 되고, 은행의 대차대조표는 더더욱 손상된다. 따라서 개발도상국 중앙은행은 금리인상으로 통화가치 하락을 방어할 수가 없게 된 것이다. 이러한 사실을 파악한 경제주체들은 "개발도상국 중앙은행이 통화가치 하락을 방어하지 못할 것" 이라는 사실을 깨닫게 되고, 동아시아 국가들의 통화가치 하락에 대한 투기적공격은 더더욱 심해진다.   


the deterioration in bank balance sheets can promote a currency crisis because it becomes very difficult for the central bank to defend its currency against a speculative attack. Any rise in interest rates to keep the domestic currency from depreciating has the additional effect of weakening the banking system further because the rise in interest rates hurts banks’ balance sheets.


This negative effect of a rise in interest rates on banks’ balance sheets occurs because of their maturity mismatch and their exposure to increased credit risk when the economy deteriorates.


Thus, when a speculative attack on the currency occurs in an emerging market country, if the central bank raises interest rates sufficiently to defend the currency, the banking system may collapse. Once investors recognize that a country’s weak banking system makes it less likely that the central bank will take the steps to defend the domestic currency successfully,


they have even greater incentives to attack the currency because expected profits from selling the currency have now risen. Thus, with a weakened banking sector, a successful speculative attack is likely to materialize and can be triggered by any of many factors, a large current account deficit being just one of them. In this view, the deterioration in the banking sector is the key fundamental that causes the currency crisis to occur.

더군다나 금융자유화 정책 시행 이후 자본유입의 양이 더욱 더 증가하면서 개발도상국 통화가치의 고평가 현상이 생겨났다. 변동환율제도를 택했더라면 자본유입으로 인한 통화가치 상승압력을 환율조정 Exchange-Rate Adjustment 을 통해 흡수할 수 있었지만, 고정환율제도는 이것이 불가능했다. 따라서 고평가된 통화가치를 지켜본 경제주체들은 "언젠가는 통화가치가 하락할 것" 이라고 생각하게 되고, 투기적공격 Speculative Attack 을 통해 환차익을 얻을 수 있을 것이라고 생각하게 된다. 즉, 고정환율제도가 투기적공격에 대한 유인을 증가시킨 것이다.


물론 변동환율제도에서도 투기적공격이 발생하여 통화가치가 하락할 수도 있다. 그렇지만 고정환율제도 하에서 투기적공격이 발생하면, 변동환율제도 하에 비해 더 가파른 폭의 통화가치 하락이 발생한다. 고정환율제도 자체가 불안정성을 키운 것이다. 


Under a pegged exchange-rate regime, when a successful speculative attack occurs, the decline in the value of the domestic currency is usually much larger, more rapid and more unanticipated than when a depreciation occurs under a floating exchange-rate regime.

경제학자 Maurice Obstfeld와 Kenneth Rogoff는 "통화가치 하락을 막기위한 금리인상 정책은 투자, 실업, 정부부채, 소득분배에 부정적인 영향을 끼친다. 이러한 '부정적인 영향을 감수하면서까지 통화가치 하락을 막아내겠다' 라는 정부의 공언은 믿을 수 없다. 즉, 정부가 통화가치를 방어할 것이라는 신빙성을 경제주체들에게 주지 못한다면 Lack of credibility, 고정환율제도는 투기적공격에 더욱 더 취약해진다." 라고 지적한다.   


If central banks virtually always have the resources to crush speculators, why do they suffer periodic humiliation by foreign exchange markets? The problem, of course, is that very few central banks will cling to an exchange-rate target without regard to what is happening in the rest of the economy. Domestic political realities simply will not allow it, even when agreements with foreign governments are at stake.


As we have seen, to fend off a major speculative attack, the monetary authorities typically must be prepared to allow sharp increase in domestic interest rates, especially short-term rates. Such sharp spikes in interest rates, if sustained for any length of time, can wreak havoc with the banking system, which typically borrows short and lends long. 


Over the longer term, these unanticipated interest rate rises can also have profound negative effects on investment, unemployment, the government budget deficit and the domestic distribution of income. A government pledge that it will ignore such side effects indefinitely to defend the exchange rate is not likely to be credible. Lack of credibility, in turn, makes a fixed exchange rate more vulnerable to speculative attack.

그리고 Maurice Obstfeld와 Kenneth Rogoff는 "보통 정부는 투기적공격을 한번 방어하고 나면 고정환율제도가 가져다주는 이점을 누릴 수 있을 것이라고 생각하지만, 이는 완전한 착각이다. 이전에 투기적공격을 초래했던 요인은 다음번 투기적공격을 유발하는 씨앗이다." 라고 말한다. 그들이 쓴 논문의 제목 <The Mirage of Fixed Exchange Rates> 처럼 고정환율제도는 망상 Mirage 에 불과한 것이다.


Government often feel that if they could pull off a sudden realignment "just once" and thereby put fundamentals right, they would thereafter enjoy the fruits of a credibly fixed rate, including exchange-rate certainty and domestic price discipline. They are wrong. 


The factors that led to the last realignment remain and contain the seeds of the next one. No one can say for sure when it will occur, but its likelihood reintroduces both exchange-rate uncertainty and inflationary pressures-the very evils a fixed rate was supposed to guard against.

※ 외국통화로 표기된 부채의 문제점 - 대차대조표 위기 초래


고정환율제도가 초래하는 문제들을 정리하면, "고정환율제도 → 환율변동의 불확실성 제거 → 금융자유화 정책 → 동아시아 국가로의 자본유입 증가 → 과잉대출로 인한 은행권 대차대조표 손상 → 자본흐름의 갑작스런 반전과 자본유출 → 동아시아 국가들의 통화가치 하락 → 은행권 대차대조표 손상을 방지하기 위해, 통화가치 방어를 위한 금리인상 정책 할 수 없음 → 통화가치 하락에 베팅하는 투기적공격 유인이 더더욱 증가" 라는 경로를 알 수 있다. 


그렇다면 은행권 대차대조표 손상을 막기 위하여, 금리를 올리지 않고 통화가치 하락을 용인하면 되지 않을까? 그러나 통화가치 하락 용인은 또 다른 문제를 초래한다. 바로, 개발도상국 은행과 기업들은 외국통화로 표기된 부채 denominated in foreign currency 를 지고 있었기 때문이다. 


동아시아 국가들의 통화가치가 하락하자, 외국통화로 표기된 부채를 지고 있던 은행과 기업들의 부채부담이 증가하기 시작했다. 은행과 기업들의 대차대조표가 손상되기 시작한 것이다. 민간부문의 대차대조표 손상은 동아시아 경제의 신뢰성 상실 the loss of confidence 로 이어졌고 추가적인 통화가치 하락을 초래했다. 


그렇다면 통화가치 하락을 막아야할까? 아니다. 앞서 말했듯이, 통화가치 하락을 막기위한 금리인상 정책은 경제의 산출물을 떨어뜨리기 a decline in output 때문에, 이것 또한 신뢰성 상실을 초래한다. 경제학자 Paul Krugman은 1997 동아시아 외환위기를 "대차대조표 위기 Balance Sheets Crisis" 라고 칭한다.

 

Balance sheet problems: 


Finally, descriptive accounts both of the problems of the crisis countries and of the policy discussions that led the crisis to be handled in the way it was place extensive emphasis on the problems of firms’ balance sheets. On one side, the deterioration of these balance sheets played a key role in the crisis itself—notably, the explosion in the domestic currency value of dollar debt had a disastrous effect on Indonesian firms, and fear of corresponding balance sheet effects was a main reason why the IMF was concerned to avoid massive depreciation of its clients’ currencies. (...)


instead of creating losses via the premature liquidation of physical assets, a loss of confidence leads to a transfer problem. That is, in order to achieve the required reversal of its current account, the country must experience a large real depreciation; this depreciation, in turn, worsens the balance sheets of domestic firms, validating the loss of confidence. policy that attempts to limit the real depreciation implies a decline in output instead—and this, too, can validate the collapse of confidence.

경제학자 Frederic Mishkin 또한 "1997 외환위기가 금융위기로 커진 원인에는 짧은 만기구조와 외국통화로 표기된 부채를 질 수 밖에 없는 신흥국의 한계에 있었다. 동아시아 국가들의 통화가치 하락은 기업들의 대차대조표를 악화시켰고, 기업들은 대차대조표를 복구하기 위해 위험성이 큰 사업을 벌였다. 즉, 통화가치 하락이 대차대조표에 준 충격이 동아시아 경제를 위축시켰다 " 라고 말하며, 대차대조표 손상 문제를 1997 동아시아 외환위기의 원인으로 진단한다. 


A currency crisis and the subsequent devaluation then helps trigger a full-fledged financial crisis in emerging market countries because of two key features of debt contracts. In emerging market countries, debt contracts both have very short duration and are often denominated in foreign currencies


These features of debt contracts generate three mechanisms through which a currency crisis in an emerging market country increases asymmetric information problems in credit markets, thereby causing a financial crisis to occur.


The first mechanism involves the direct effect of currency devaluation on the balance sheets of firms. With debt contracts denominated in foreign currency, when there is a devaluation of the domestic currency, the debt burden of domestic firms increases. On the other hand, since assets are typically denominated in domestic currency, there is no simultaneous increase in the value of firms’ assets.


The result is a that a devaluation leads to a substantial deterioration in firms’ balance sheets and a decline in net worth, which, in turn, worsens the adverse selection problem because effective collateral has shrunk, thereby providing less protection to lenders. Furthermore, the decline in net worth increases moral hazard incentives for firms to take on greater risk because they have less to lose if the loans go sour. Because lenders are now subject to much higher risks of losses, there is now a decline in lending and hence a decline in investment and economic activity.


The damage to balance sheets from devaluation in the aftermath of the foreign exchange crisis has been a major source of the contraction of the economies in East Asia, as it was in Mexico in 1995. This mechanism was particularly strong in Indonesia, which saw the value of its currency decline by over 75%, thus increasing the rupiah value of foreign-denominated debts by a factor of four. Even a healthy firm initially with a strong balance sheet is likely to be driven into insolvency by such a shock if it has a significant amount of foreign-denominated debt.

※ 1997 동아시아 외환위기의 교훈 - 2013년 현재는?


경제개발 단계에서 고정환율제도와 외국통화로 표기된 부채를 가질 수 밖에 없었던 동아시아 국가들은 1997년 발생한 자국 통화가치 하락을 제대로 방어하지 못하게 된다. 1997 동아시아 외환위기가 가져다 준 교훈은 '① 고정환율제도의 포기 ② 만기불일치 Maturity Mismatch 해소 ③ 통화불일치 Currency Mismatch 해소 ④ 외환보유고 확충' 이었다. 가장 중요한 점은 1997 동아시아 외환위기 이후, 경제학계는 '자본흐름의 갑작스런 변동 Capital Flows Volatility 초래하는 위험성을 인지하기 시작했다는 것이다. 


1970년대 중남미 금융위기 이후에는 국가경제의 기초여건 Fundamental에, 1990년대 초반 유럽 금융위기 이후에는 자기실현적 예언 Self-Fulfilling Effect 방지에, 그리고 1997 동아시아 외환위기 이후에는 자본흐름의 변동 Capital Flows Volatility 에 관심을 기울이기 시작했다. '자유로운 자본이동 통제하기 - 거시건전성 감독정책의 필요성' 에서 살펴봤듯이, 자본이동을 감독하는 거시건전성 감독정책 Macroprudential Supervision 이 중요해진 것이다. 


그렇다면 2013년 현재 동아시아 국가들과 신흥국은 자본흐름의 변동에 대한 대비를 잘 하고 있을까? 미국 Fed의 양적완화 정책 축소 Tapering 가능성이 제기되는 가운데, 급작스런 자본유출에 대한 위험성이 커졌기 때문이다. 이에 대해서는 다음 포스팅에서 다룰 것이다.
