'2008 금융위기'[각주:1]가 발생한지 벌써 6년이 흘렀다. 6년이라는 시간이 지났음에도 세계경제 성장률은 여전히 낮을 뿐더러 인플레이션율마저 낮아 디플레이션 우려가 제기되는 상황[각주:2]이다. 위기 이전과 비교해 경제상황이 획기적으로 좋아지고 있지 않기 때문에, "2008 금융위기의 원인을 제대로 진단했느냐", "경제위기 이후 제대로 된 해결책을 썼느냐"[각주:3] 등을 둘러싸고 서로 다른 주장들이 여전히 나오고 있다. 



이번글에서는 '부채와 손실집중'(the levered-losses framework) 이라는 틀로 2008 금융위기의 원인 · 해결책을 설명하는 주장을 살펴볼 것이다. 경제학자 Atif MianAmir Sufi『House of Debt : How They (and You) Caused the Great Recession, and How We Can Prevent It from Happening Again 』(2014)[각주:4]를 통해, 


"2008 금융위기의 원인은 금융기관의 파산과 그에 따른 금융시스템의 붕괴가 아니다. 금융위기 발생 이전, 저소득계층의 부채비율이 크게 증가하였고 이들에게 부동산가격 하락의 손실이 집중되었다. 한계소비성향이 큰 이들 부채가구의 소비지출은 크게 줄어들었고, 총수요감축으로 이어져 경제전체에 악영향을 끼쳤다. 즉, 2008 금융위기는 '부채로 인한 손실집중' 문제이다." 라고 주장한다. 


이제부터 이들 주장을 자세히 살펴보자.




※ 2008 금융위기는 은행부문의 문제인가


2009년 5월, 미국 공영라디오 방송(NPR)[각주:5]에서 흥미로운 설전이 발생했다. 당시 방송에 Elizabeth Warren이 출연하여 "2008 금융위기는 가계부채 문제이다. 가계의 부채를 줄이는 정책이 필요하다." 라는 주장을 하자, 프로그램을 담당하던 Adam Davidson 기자는 말도 안되는 소리라며 Warren의 주장을 비꼰다[각주:6]


미국 가계가 위협에 처해있다는 당신 주장은 받아들일 수 없습니다. 저는 왼쪽, 오른쪽, 중도, 중립적인 수많은 경제학자들과 이야기를 나누었어요. 당신은 금융위기와 가계부채 위기를 동일시하는 유일한 사람입니다. 저는 당신의 주장을 지지하는 사람들을 본 적이 없어요[각주:7].  


2009년 당시, Adam Davidson 뿐만 아니라 대다수 경제학자들은 2008 금융위기를 '은행부문의 위기'로 바라보았다. '과도한 가계부채'(the run-up in debt)가 문제가 아니라, 은행부문이 부실화되어 '부채흐름이 멈춘 것'(the flow of debt)이 문제였다.


부동산가격 하락 후 채무불이행이 증가[각주:8]하고 증권화상품을 회수하지 못하게 되자 금융기관들의 재무구조는 취약해졌고 신용경색이 발생하였다. 그 결과, 금융시장 내에서 신뢰가 사라지고 공포가 번졌기 때문에 금융위기가 발생했다는 분석이다. 


이를 해결하려면 금융시장 안에 유동성을 공급하여 신용경색을 없애야한다. 그리고 파산위기에 몰린 은행들에 구제금융자금을 투입하여 신뢰의 위기를 줄여야한다. 그렇게되면 은행들은 가계 · 기업에 다시금 대출을 하기 시작할테고 모든 것은 좋아질 것이다. 즉, 은행들을 살린다면 경제도 살아날 것이고 모든 것은 정상으로 돌아갈 것이다[각주:9]


Amir Sufi와 Atif Mian은 2008 금융위기 원인을 '은행부문의 위기'에서 찾는 관점을 'Banking View'로 칭하며, 타당하지 않은 분석이라고 주장한다. 2008 금융위기에 대한 분석은 '부채의 역할'과 '부동산 담보대출의 특성', '저소득계층의 자산구성 비중'에서 시작해야 한다는 것이다.




※ 하위계층의 높은 부채비율. 부동산가격 하락 충격이 집중되다


본래 금융이라는 것은 '위험을 줄이는 보험' 역할을 하기위해 탄생되었다. 사람들은 생명보험 · 포트폴리오 투자 등을 통해 위험을 분산시킬 수 있었다. 그런데 부채(debt)는 위험을 줄이는 보험 역할을 할까? Atif Mian과 Amir Sufi는 "부채는 위험을 집중시킨다." 라고 주장한다. 특히 문제가 되는 것은 '부동산과 관련된 가계부채' 이다[각주:10]


많은 사람들에게 부동산자산(home equity)은 그들의 유일한 자산이다. 그런데 부동산가격이 하락하면 그 손실은 부채를 지고 집을 산 채무자에게 집중된다. 부채가 위험을 집중시키는 것이다[각주:11]. 이게 무슨 말인지 좀 더 자세히 살펴보자.

위에 첨부한 그래프는 2007년 당시 미국 내 가계의 자산 분포를 보여준다. 순자산(net worth)은 자산(asset)에서 부채(debt)를 뺀 값이다. 그리고 가계의 순자산(net worth)는 주식 · 예금이자 등 금융자산(financial assets)과 부동산자산(housing assets)으로 구성되어 있고, 부채(debt)의 상당수는 부동산 담보대출 부채(mortgages and home-equity debt)로 이루어져 있다.


하위 20% 가계의 순자산 비율은 20%에 불과, 다시말해 부채 비율이 80%에 달한다. 게다가 순자산 중 상당부분을 부동산자산이 차지하고 있다. 이와는 달리 상위 20%는 부채비율이 낮고, 순자산 중 상당부분을 금융자산이 차지하고 있다. 이러한 자산구성 비중의 차이는 2008 금융위기 원인 · 해결책을 논의하는데에 있어 아주 중요하다. 바로, '부채비율이 높고, 금융자산 비중이 적고, 부동산자산 비중이 높은 하위계층에 부동산가격 하락의 충격이 집중된다.'는 것 때문이다[각주:12]



예를 들어, 어떤 가계 10만 달러 가치의 집을 보유중이라고 가정해보자. 그런데 집을 구매할 때 집값의 80%인 8만 달러를 담보대출을 통해 조달했다. 그렇다면 이 가계는 2만 달러 순자산을 부동산자산 형태로 가지고 있다. 이때 집값이 20% 하락하면 무슨 일이 발생할까? 이 가계는 20% 손실을 보는 것일까? 그렇지 않다.


집값이 10만 달러에서 8만 달러가 됐을 때, 이 가계의 손실은 100%가 된다. 집값의 80%인 8만 달러를 부채를 통해 조달했었기 때문이다. 만약 집값이 2만 달러 하락한다면, 이 가계의 순자산은 2만 달러에서 0 달러가 된다. 그리고 집값이 30% 하락한다면 이 가계의 순자산은 음(-)의 값을 가지게 된다. 부채비율이 높고 순자산에서 부동산자산이 차지하는 비중이 큰 가구일수록 차입승수(leverage multiplier)를 통해 부동산가격 하락의 충격을 더 크게 받는다[각주:13] [각주:14].

실제 데이터를 살펴보면 어떤 계층에게 부동산가격 하락의 충격이 집중되었는지 명확히 알 수 있다. 2006년을 기점으로 미국 부동산가격이 하락하자, 하위 20%의 순자산이 크게 하락했다. 반면 부채비율이 적고 금융자산이 많은 상위 20%가 받은 충격은 중위층 · 하위층에 비해 크지 않음을 볼 수 있다.


다시 반복하지만, 하위계층은 차입비율이 높을 뿐더러, 부채의 상당부분을 부동산을 통해 조달했다. 또한, 금융자산은 거의 가지고 있지 않고 있고 부동산자산이 순자산의 대부분을 구성하고 있다. 이와는 달리 상위계층은 부채가 얼마 없을 뿐더러 금융자산을 많이 보유하고 있다. 또한 부채비율이 큰 가계는 차입승수를 통해 순자산 감소폭이 더 커진다. 


그 결과, 부동산가격 하락이 발생했을 때 부채비율이 높은 하위계층의 순자산은 상위계층에 비해 크게 감소한다. 손실이 하위계층에 집중되는 것이다. (uneven distribution of losses)




※ 부동산가격 하락을 심화시키는 부동산압류


부동산가격 하락으로 인해 담보대출을 상환하지 못하게된 은행들은 압류(foreclosure)를 통해 자금회수에 나선다. 그런데 문제는 부동산자산을 압류할수록 부동산가격이 하락하고, 이에 따라 하위계층의 순자산 감소폭이 더욱 더 커지는 악순환이 생긴다는 것이다[각주:15]


은행은 집을 압류한 뒤 처분(fire-sale)하여 할인된 가격으로 되판다. 그러자 구매자들은 할인된 가격을 이용하여 그 지역 전체 부동산가격을 추정하게 되고, 결과적으로 지역 전체 부동산가격이 하락하게 된다[각주:16]

2009년에서 2010년 사이 부동산거래의 30%-40%를 압류자산의 처분(fire-sale)이 차지했기 때문에 압류가 부동산가격에 미치는 영향은 더욱 더 클 수 밖에 없었다. 첨부한 그래프는 법적절차의 차이로 압류가 쉬웠던 지역(States not requiring judicial foreclosure)과 어려웠던 지역의 부동산가격 변화를 보여주고 있다. 압류가 쉬웠던 지역의 부동산가격 하락폭이 더욱 더 큼을 확인할 수 있다. 


부동산가격의 추가적인 하락으로 인해 하위계층의 순자산 감소폭은 더욱 더 커졌는데, 이는 파국적인 결말로 이어졌다. 바로 하위계층이 소비지출을 중단한 것이다[각주:17].(they stopped spending.)




※ 하위계층의 높은 한계소비성향, 전체 경제내 총수요를 위축시키다


앞서 말했듯, Amir Sufi와 Atif Mian은 2008 금융위기 원인을 '은행부문의 위기'에서 찾는 관점을 'Banking View'로 칭하며, 타당하지 않은 분석이라고 말한다. 그들은 "2008 금융위기는 총수요 축소에서 발생한 '소비주도 경제위기'(consumption-driven crisis)" 라고 주장한다.

2007년-2009년 사이 미국 GDP 구성비중의 변화를 살펴보자. 2008년 3분기와 4분기, 소비지출의 감소폭이 투자지출의 감소폭에 비해 월등히 큼을 알 수 있다. 2009년 1분기가 되어서야 투자지출의 감소폭이 대폭 커진다. 어느 시기에 소비 · 투자지출이 감소했는지는 경제위기 원인을 이해하는데에 있어 매우 중요하다.


경제위기가 본격적으로 시작된 2008년 3분기에 소비지출이 큰 폭으로 감소했다는 사실은 '경제위기의 주요원인은 소비지출의 감소' 라는 걸 뜻한다[각주:18]. 그 이후 발생한 투자지출 감소는 가계의 소비지출 감소가 초래한 결과이다[각주:19]


그렇다면 왜 미국 가계의 소비지출이 크게 감소한 것일까? 이것이 만약 '은행위기의 결과'라면 2008 금융위기의 원인은 '은행부문'에서 찾아야 하지 않을까? 그렇지않다. Atif Mian과 Amir Sufi는 '부동산가격 하락으로 인해 가계 순자산이 크게 하락한 지역'을 연구했다.

순자산이 크게 감소한 지역(Large net-worth-decline counties)은 평균 26%의 순자산 감소가 발생했다. 반면, 순자산이 적게 감소한 지역(Small net-worth-decline counties)은 순자산 감소가 거의 발생하지 않았다. 순자산 감소비율은 '부동산가격 하락 + 차입비율 효과'가 작용한다는 걸 상기하자. 따라서, 순자산이 크게 감소한 지역은 '부채비율이 높은 지역'을 뜻한다[각주:20]


2006년-2009년 사이, 순자산이 크게 감소한 지역의 소비지출은 평균 20% 감소했다. 이것은 엄청난 수치이다. 같은 시기, 미국 전체 경제 내 소비지출 감소가 5% 라는걸 감안하면, 순자산 감소가 소비지출의 대폭적인 감소를 불러온 것이다. 이와달리, 순자산이 적게 감소한 지역은 소비지출이 크게 감소하지 않았다[각주:21]. 위에 첨부한 그래프는 그 모습을 보여주고 있다.


여기서 중요한 것은 단순히 '부동산가격'이 하락했기 때문에 소비지출이 감소한 것이 아니라, '부채'가 소비지출 감소에 큰 역할을 했다는 것이다. 앞서 우리는 '부동산가격 하락이 발생했을 때 부채비율이 높은 하위계층의 순자산은 상위계층에 비해 크게 감소한다. 부동산가격 하락의 충격이 부채비율이 높은 하위계층에 집중된 것이다.' 라는 사실을 확인했다. 


'부채는 순자산이 낮은 하위계층에 손실을 집중시킨다'는 사실은 '부동산가격 하락이 소비지출에 미치는 영향'을 증폭시키지 않았을까? '단순히 부동산가격이 하락했기 때문에 소비지출이 감소' 했다고 가정하는 것은 부채비율에 상관없이 경제주체들의 한계소비성향(MPC, Marginal Propensity of Consumption)이 똑같다고 보는 것이다. 반면, '부채가 소비지출에 미치는 영향'을 강조하는 것은, 경제주체들의 부채비율에 따라 한계소비성향이 다르다고 보는 것이다.

Atif Mian과 Amir Sufi는 부동산자산 변동 대비 소비지출 변동폭(MPC out of housing wealth)을 구하고, 가계의 부채비율에 따라 분류하였다. 예를 들어, 집값 1만 달러 하락 이후 소비지출이 500달러 감소한다면, 그 가계의 한계소비성향은 0.05(= 500/10,000) 이다. 


위의 그래프를 보면, 부채비율이 90%가 넘는 가계의 한계소비성향은 부채비율이 적은 가계의 그것에 비해 3배나 높다(lower demand driven by levered losses)[각주:22]. 부채부담이 어떻게 분포되어 있느냐에 따라 소비지출 감소폭의 차이를 불러온 것이다[각주:23].


정리하자면, 부채비율이 높을수록 부동산가격 하락에 따른 손실이 집중되기 때문에 순자산 하락폭이 크다 & 그리고 부채비율이 높은 가계일수록 순자산 하락에 따른 소비지출 감소가 크다  → 실제로 순자산 하락폭이 큰 지역에서 소비지출 감소가 크게 일어났다 → 이러한 소비지출 감소로 인해 경제위기는 증폭되었다. 


바로 그렇기 때문에, Atif Mian과 Amir Sufi는 2008 금융위기 원인 · 해결책을 다루려면 "'부채가 손실을 하위계층에 집중시킨다'는 사실에 대한 이해가 반드시 필요하다.[각주:24]" 라고 주장한다.  

  



※ 순자산이 크게 감소한 지역의 소비지출 감소가 미국경제 전체에 미친 영향


그렇다면 '부채비율이 높은 하위계층 소비의 큰 폭 감소'가 어떻게 미국경제 전체에 영향을 미친 것일까? 위에서 순자산이 크게 감소한 지역과 적게 감소한 지역을 구분했었다. 그리고 순자산이 크게 감소한 지역은 소비지출도 크게 줄었지만, 순자산이 적게 감소한 지역의 소비지출은 별다른 변동이 없다고 했었다. 


따라서, '부채비율이 높은 하위계층 소비의 큰 폭 감소'는 순자산이 크게 감소한 지역에만 영향을 미쳐야 하는건 아닐까? 그런데 2008 금융위기는 '미국경제 전체'에서 벌어진 사건이다. 무슨 일이 벌어진 것일까?


하나의 예를 이용해 현상을 이해해보자. 세계가 채무국가 A와 채권국가 B로 이루어져 있다고 가정해보자. 이들 두 국가는 자동차산업과 이발산업으로 구성되어 있다. 자동차산업은 교역재(tradable goods)이고 이발산업은 비교역재(non-tradable goods)이다. 쉽게 말하자면, 무역을 통해 상품이 이동할 수 있는 자동차산업은 A와 B 두 국가의 상품수요에 영향을 받는다. 반면, 이발이라는 서비스는 국가간 이동을 할 수 없기 때문에, 이발산업은 각 국가 내의 수요에만 영향을 받는다.


만약 과도한 부채부담으로 인해 소비지출이 줄어드는 현상이 채무국가 A에서 발생하면 어떤 일이 일어날까? 국가 내 수요의 영향을 받는 A국 이발산업의 수요가 줄어들 것이다. 반면, A국 자동차산업은 B국가의 수요에 힘입어 수요감소를 겪지 않는다. A국 이발산업은 줄어든 수요를 가격인하로 대응할 것이고, 그 결과 이발사들 임금 또한 하락한다. 그렇다면 A국 자동차산업의 임금은 이전과 똑같을까?


그렇지 않다. 임금하락을 경험한 이발사들은 자동차산업으로 이직할 것이고, 자동차산업의 노동공급은 증가하게 된다. 노동공급 증가는 임금을 낮추기 때문에, 자동차산업의 임금 또한 하락할 것이다. A국 수요감소로 인해 비교역재인 A국 이발산업과 교역재인 A국 자동차산업 임금이 모두 하락했다.


여기서 중요한건 A국 수요감소로 인해 B국 내 임금도 변한다는 것이다. 임금이 하락한 A국 자동차산업은 생산비용 감소에 힘입어 제품가격을 낮춘다. 그렇게되면 B국 내 A국 자동차산업의 점유가 증가한다. 따라서 B국 자동차산업 또한 생산비용 감소, 즉 임금감소로 맞대응하게 된다. 


임금이 낮아진 B국 자동차산업 근로자들은 B국 이발산업으로 이동하게 되고, 노동공급이 증가하게 된 B국 이발산업의 임금은 하락하게 된다. A국의 수요감소가 교역재인 자동차산업 경로를 통해 B국의 자동차산업 · 이발산업 임금에도 영향을 미친것이다. 


이렇게 양 국가 산업의 임금만 감소하면 다행이다. 현실은 임금의 하방경직성 · 자유롭지 않은 노동이동 등의 마찰(friction)이 존재한다. 부채부담으로 인해 줄어든 소비지출과 총수요를 '임금을 낮춤으로써' 대응하면 그나마 낫지만, 노동시장에 존재하는 여러 마찰로 인해 기업은 아예 몇몇 근로자들을 '해고' 하는 방식으로 대응한다. 그 결과, A국에서 줄어든 소비지출이 A국 · B국 모두의 실업 증가로 이어지게 된다.

실제로 2008년 이후 미국의 주(州)별 고용상황을 통해 '부채비율이 높은 하위계층 소비의 큰 폭 감소가 미국경제 전체에 끼친 영향'을 확인할 수 있다. 순자산이 크게 감소한 지역은 소비지출도 크게 줄었고, 순자산이 적게 감소한 지역의 소비지출은 별다른 변동이 없었지만, '교역재 경로'를 통해 충격의 여파가 미국경제 전체에 전파되었고, 노동시장 내 마찰로 인해 실업이 증가하였다.


비교역재 일자리(non-tradable jobs), 쉽게 말해 다른 지역으로의 이동이 어려운 일자리는 지역 내 총수요의 영향만 받는다. 이런 일자리로는 상점 · 자동차 딜러 등의 서비스업 직종이 있다. 반면, 자동차 생산업 등등 상품이동이 가능한 산업은 교역재 일자리(tradable jobs)로서 미국경제 전체 내 수요의 영향을 받는다.


위에 첨부한 그래프를 보면 알 수 있듯이, 비교역재 일자리는 그 지역의 순자산이 크게 감소했느냐 여부에 따라 일자리 감소폭이 다르다. 순자산이 크게 감소한 지역의 비교역재 일자리는 크게 줄어들었으나, 순자산이 적게 감소한 지역의 비교역재 일자리는 오히려 증가하고 있다. 그러나 교역재 일자리는 그 지역의 순자산 변동에 상관없이, 경제 전체의 영향을 받기 때문에 일자리 감소폭이 지역에 상관없이 똑같은 모습을 보인다.


순자산이 크게 감소한 지역의 소비지출 감소가 순자산이 적게 감소한 지역의 일자리에도 영향을 미친 것이다. 이런 경로를 통해 2008년 이후 미국 경제내 실업률은 10%대까지 치솟았다.



   

※ 은행을 살릴 것인가, 경제를 살릴 것인가

(Save the Banks, Save the Economy?)


위에서 논의된 내용을 다시 정리하자면, 금융위기 발생 이전, 저소득계층의 부채비율이 크게 증가하였고 이들에게 부동산가격 하락의 손실이 집중되었다. 한계소비성향이 큰 이들 부채가구의 소비지출은 크게 줄어들었고, 총수요감축으로 이어져 경제전체에 악영향을 끼쳤다.


그동안 경제학계내 많은 학자들은 2008 금융위기 원인으로 '은행부실로 인한 신용경색'을 꼽았고, 해결책 또한 은행부실을 해소하는 데에만 초점이 맞춰져왔다. 2008 금융위기 발발 당시 뉴욕 Fed장과 그 이후 오바마행정부 1기 재무장관을 맡은 Timothy Geithner는 회고록 Stress Test: Reflections on Financial Crises』(2014)를 통해, 자신이 담당했던 '은행에 대한 구제금융 정책'을 옹호[각주:25]한다.


그러나 Atif Mian과 Amir Sufi는 "Timothy Geithner는 틀렸다[각주:26]" 라고 말하며, "2008 금융위기는 '부채로 인한 손실집중' 문제이다." 라고 주장한다. 


2008 금융위기를 해결하기 위해서는, ① 부채가계에게 부동산가격 하락의 손실이 집중(uneven distribution of losses)되어 ② 이들 가계의 순자산이 크게 감소(the dramatic loss in wealth of indebted home owner)했고 ③ 이들 가계의 큰 한계소비성향(larger MPC of indebted home owner)이 경제 전체내 소비지출 감소(consumption-driven crisis)를 불러왔다는 것을 이해한 뒤, 


→ ④ 채무자와 채권자가 부동산가격 하락 충격을 동일하게 흡수하도록 도와서(evenly absorb the shock to wealth) ⑤ 한계소비성향이 큰 가계의 소비를 증가시켜야 한다(transfer wealth from people with very low marginal propensities to consume to people with very high marginal propensities to consume). 


종합하자면, 결국 중요한 것은 부동산가격 하락으로 인한 손실을 채권자와 채무자가 평등하게 부담하는 것이다. 이것은 공정할 뿐 아니라 거시경제적 관점에서도 옳은 방안이다.(a more even distribution of losses between debtors and creditors is not only fair, but makes more sense from a macroeconomic perspective.)(150)


이를 위해서는 은행에 대한 구제금융을 실시하는 것이 아니라, 한계소비성향이 높은 부채가계에게 직접 현금을 쥐어줘서 부채를 재조정(debt restructing)하는 정책이 필요하다. (The most effective policy puts cash into the hands of those who will spend the most of it, and indebted home owners have an extremely high marginal propensity to consume.)(163)   '

  9. A third hypothesis often put forward is the banking view, which holds that the central problem with the economy is a severely weakened financial sector that has stopped the flow of credit. According to this, the run-up in debt is not a problem; the problem is that we’ve stopped the flow of debt. If we can just get banks to start lending to households and businesses again, everything will be all right. If we save the banks, we will save the economy. Everything will go back to normal.   10. A financial system that thrives on the massive use of debt by households does exactly what we don’t want it do— it concentrates risk squarely on the debtor. We want the financial system to insure us against shocks like a decline in house prices. But instead, as we will show, it concentrates the losses on home owners. The financial system actually works against us, not for us. For home owners with a mortgage, for example, we will demonstrate how home equity is much riskier than the mortgage held by the bank, something many home owners realize only when house prices collapse.   12. Figure 2.1 summarizes key facts that are important to keep in mind as we enter the discussion of the recession. The poorest home owners were the most levered and the most exposed to the risks of the housing sector, and they owned almost no financial assets. The combination of high leverage, high exposure to housing, and little financial wealth would prove disastrous for the households who were the weakest. (21) [본문으로]
  13. Poor home owners had almost no financial assets; their wealth consisted almost entirely of home equity. Further, their home equity was the junior claim. So the decline in house prices was multiplied by a significant leverage multiplier. While financial assets recovered, poor households saw nothing from these gains. (22) [본문으로]
  14. High debt in combination with the dramatic decline in house prices increased the already large gap between the rich and poor in the United States. Yes, the poor were poor to begin with, but they lost everything because debt concentrated overall house-price declines directly on their net worth. This is a fundamental feature of debt: it imposes enormous losses on exactly the households that have the least. (24) [본문으로]
  15. Defaults rise when asset prices collapse. But the rise in defaults leads to depressed fire-sale prices as lenders unload the asset. This leads to even more defaults as even lower prices induce more borrowers to default. (27) [본문으로]
  16. the most direct consequence was the startling rise in foreclosures. Economists have long appreciated that debt affects everyone when asset prices collapse. A fire sale of assets at steeply discounted prices is the most common reason why. A fire sale is a situation in which a debtor or creditor is willing to sell an asset for a price far below its market value. In the context of housing, this typically happens after a foreclosure: when a bank takes the property from a delinquent home owner, they sell it at a steeply discounted price. After the sale, other home buyers and appraisers use the fire-sale price to estimate the prices of all other homes in the area. As a result, the prices of all the homes in the area suffer.   17. Debt is the anti-insurance. Instead of helping to share the risks associated with home ownership, it concentrates the risks on those least able to bear it. As we have shown, debt significantly amplified wealth inequality during the Great Recession. It also depressed prices through foreclosures. And once the decline in house prices destroyed the net worth of indebted home owners, one consequence proved disastrous— they stopped spending. (29) [본문으로]

  19. But even more importantly, notice what happened during the worst part of the recession. In the third quarter of 2008, the collapse in GDP was driven by the collapse in consumption. Non-residential investment contributed negatively to GDP growth, but its effect was less than half the effect of consumption. Further, in the fourth quarter of 2008, consumption again registered the largest negative contribution to GDP growth. It wasn’t until the first and second quarters of 2009 that business investment contributed most negatively to GDP growth. The timing implicates household spending as the key driver of the recession, not the effects of the banking crisis on businesses. Job losses materialized because households stopped buying, not because businesses stopped investing. In fact, the evidence indicates that the decline in business investment was a reaction to the massive decline in household spending. If businesses saw no demand for their products, then of course they cut back on investment. To explain the decline in business investment at the end of 2008 and beginning of 2009, there is no need to rely on the banking crisis. (32) [본문으로]
  20. Large net-worth-decline counties lost an average of 26 percent of net worth, while small net-worth-decline counties lost almost exactly 0 percent. Recall that the decline in net worth coming from the housing crash can be decomposed into two factors: the decline in house prices and the leverage multiplier. As a result, areas of the country with higher debt burdens experienced a much larger percentage decline in net worth even for the same percentage decline in house prices. Large net-worth-decline counties were not just counties where house prices collapsed. Instead, they were counties that had a combination of high debt levels and a collapse in house prices.   21. From 2006 to 2009, large net-worth-decline counties cut back on consumption by almost 20 percent. This was massive. To put it into perspective, the total decline in spending for the U.S. economy was about 5 percent during these same years. The decline in spending in these counties was four times the aggregate decline. In contrast, small net-worth-decline counties spent almost the exact same amount in 2006 as in 2009. Figure 3.2 shows spending in large and small net-worth-decline counties. (Both series are indexed to 2006.) (36) [본문으로]
  22. The results are dramatic and strongly indicate that Household D in the example above would cut back far more than Household N. In the real world, a household with a loan-to-value ratio of 90 percent or higher in their home in 2006 had an MPC out of housing wealth that was more than three times as large as a household with a loan-to-value ratio of 30 percent or lower.
